Bourbon, sugar, bitters and ice is the original definition of the word cocktail, and it is still the Old Fashioned. Everything since is elaboration on those four things.
The bitters are not optional and they are not garnish. Two dashes against 60 ml of whiskey is enough to change the drink's whole aromatic profile, and an Old Fashioned made without them is just sweetened bourbon.
Stir it, do not shake it. There is no citrus and no dairy here, so shaking only aerates and clouds a drink that is supposed to be clear and heavy.
